Policy for Promoting an Enabling Environment

Emphasis has been placed on the adoption of model policies and legislation for social protection and improved access to prevention, treatment and care for most-at-risk populations (MARPS).  In this regard, the PCU has mobilised funds from the World Bank for the  development of model policies and legislation. The Global Fund has provided support for the badoption of legislation at the national level from 2009-2011. Another key priority area is the advocacy of regional policies to address migration issues. The PCU has mobilised resources from the GTZ for regional policy development focussed on improving access to services for vulnerable migrant populations. Advocacy for reducing stigma and discrimination and raising awareness of human rights is an ongoing priority. The PCU has mobilised resources through the United Kingdom's Department for International Development (DfID) for the establishment of a Stigma and Discrimination Unit headquartered at the Associates for International Development in Barbados, but working with country programmes in the region.

Supporting initiatives for strengthening gender analysis and sensitivity at the country level is a cross-cutting theme. The CARICOM Secretariat and UNIFEM are  the key  partners in this regard and have been engaged in key activities on mainstreaming gender.
