Social Development Adviser
(based in Barbados)
The Department for International Development (DFID)
is the United Kingdom Government Department responsible for promoting
development and reduction poverty. DFID is committed to the internationally
agreed target of halving the number of people in extreme poverty
by 2015 as well as to all the other Millennium Development Goals
(MDGs).
DFID Caribbean (DFIDC) has three offices in the
Caribbean: one each in Barbados, Guyana and Jamaica. The DFIDC team
works to the objectives set out in the Regional Assistance Plan
for the Caribbean, and does this through collaboration with governments,
key regional institutions, civil society, the private sector and
the wider international development community.
Applications are now being invited for the position
of Social Development Adviser (SDA), to be based in our Barbados
office. The position will be graded as an A2 Advisory Post.
As an SDA, your remit covers all areas of DFID’s
work, including:
- Bringing specific technical expertise and analysis in areas
such as poverty, accountability, inequality and social exclusion,
rights, social protection, gender and women’s empowerment,
citizenship and participation, drivers of political violence,
poverty and social impact analysis (PSIA) and the social aspects
of HIV/AIDS;
- Delivering social and political analysis of the causes, characteristics
and consequences of poverty in all its dimensions;
- Contributing to and influencing national, regional and international
policy processes so that they are rooted in best practice and
evidence-based solutions, and facilitate effective and equitable
development.
We are looking for a highly competent professional
with good teamworking and inter-personal skills. As part of the
DFIDC team, your key responsibilities will include:
- Providing advice to the programme on social protection and
social statistics;
- Working closely with the European Commission on the social
impact of trade reforms in the region;
- Working closely with the Caribbean Development Bank to help
integrate poverty reduction and social development into all
aspects of its work;
- Developing and piloting Poverty and Social Impact Assessments
methods in the Caribbean region;
- Advice to the Jamaica programme especially in relation to
the development of the Medium Term socio-economic framework;
ongoing work on citizen participation; community transformation/development;
rights and justice aspects of our work in the Security Sector;
- Advice to the Guyana programme on vulnerability, social exclusion
and social protection; participation aspects of the Poverty
Reduction Strategy;
- Providing support and advice on the implementation of DFIDC’s
Gender Equality Action Plan
- Acting as the key DFIDC link to DFID policy networks on social
development issues, and other policy networks as appropriate
or requested by the Head of DFIDC
- Representing DFID and DFIDC at regional, national or international
for and meetings, in the region and as necessary in the UK or
elsewhere.
You will be expected to contribute to policy development
and parliamentary briefings, and to provide support to project and
programme design and management.
Qualifications and Experience
You must have a first and higher degree in a subject
area relevant to social analysis (eg social anthropology, sociology,
political science, human geography, social policy/planning). You
should have proven experience of conducting social research on poverty
or development related issues. You will ideally have had at least
four years experience working as a development practitioner.
The successful candidate needs to have very strong
oral and written communication skills, and must be able to work
effectively and independently as a member of a regional team. As
well as critical thinking, judgement and creativity, s/he will also
need skills in facilitation, consultation, negotiation, influencing
and achieving results. Competence in French and/or Spanish would
be an asset.

| HIVRT Scholarships
The HIV Research Trust (HIVRT) is a charity established
by the International Congress on Drug Therapy in HIV Infection.
The trust provides resources for training in research in countries
where resources and facilities for research are scarce.
The support provided by HIVRT is in the form of
travelling scholarships which are awarded annually on the basis
of merit.
Applications for HIVRT scholarships are open until
10 November 2007 online at: http://www.iasociety.org/page_1.asp?pageId=50.
The scholarships are aimed at physicians, nurses, scientists, and
other health professionals in resource-poor settings who want to
acquire skills relevant to treatment-related research which they
can only obtain away from their place of employment. These skills
should develop a candidate's expertise and, on return, add to the
capacity of their unit to carry out research related to treatment
and prevention. The HIVRT aims to support a broad mix of disciplines.
Applicants for the scholarship need to complete
the online application form and submit the required documentation
by the deadline.
The role of the IAS is to assist the HIV Research
Trust to administer the scholarship scheme and assist in the selection
of qualified participants, based on the identified eligibility and
selection criteria.

ASSESSMENT OF THE STATUS OF PATENT LEGISLATION
AND REGULATION IN MEMBER STATES
The consultant/consulting firm should have expertise
and experience in the area of patent laws and specifically in the
area of the WHO TRIPS Agreement, TRIPS + Provisions, Implementation
of TRIPS flexibilities and other general issues relating to Intellectual
Property Rights and access to medicines.
